In order to address this problem, the Institute for Meteorological Training and Research (IMTR) initiated training programmes for professionals, paraprofessionals and decision makers in the water sector. These programmes have proved to be very popular and have improved on the capacity building initiatives of many countries in the region. The International Postgraduate Course in Applied Hydrology and Information systems for Water management was started in 1991 and has benefited over 101 participants drawn from fifteen different countries.
